New Haven, 1994. Seventeen years after the Continental War, rain still found the old city beneath the new one. Private investigator Henry Woodrow returned to his office and found the door unlocked. Nothing was missing. Something had been added. A black envelope waited beside Judge Alistair Crane's photograph: CRANE — JUDGMENT — ACCOUNT SETTLED. WOODROW, HENRY — WITNESS — ACCOUNT OUTSTANDING. Then Evelyn Crane telephoned. Her father, a municipal judge who helped build New Haven over the ruins of Haven, had been murdered. The killer, called The Auditor, appears to be collecting debts that the new city buried with the old one.
